Programs without an exit definition run forever. Naming what completion looks like is the clearest signal that you are serious about the people you serve rather than the survival of your model.
Ask most organizations when a family, community, or country program is finished, and you'll get an uncomfortable pause. The absence of an answer isn't an oversight. It's a structural incentive — organizations are funded to continue, not to conclude.
Three honest reasons. First, defining graduation means someday reducing your own footprint, and every organizational instinct resists that. Second, graduation criteria create measurable failure — if you name the standard, you can miss it. Third, it is genuinely hard: human flourishing does not resolve into a checkbox.
None of those are reasons not to do it. They are reasons it rarely gets done.
What must be true for this household to no longer require your support? Typically some combination of: stable income above a defined threshold sustained over time, children enrolled and progressing in school, secure housing, health indicators within normal range, and a caregiver with functioning support networks.
Define the threshold, the duration it must hold, and who verifies it.
What must be true for the community to sustain the outcome without you? Local leadership structures functioning, savings or economic mechanisms operating independently, service linkages established with existing local providers, and demonstrated capacity to solve a new problem without external intervention.
The hardest and most avoided. What must be true for the national entity to operate without international subsidy or oversight? National leadership in place, governance established locally, a domestic or diversified funding base, and demonstrated program quality sustained across multiple cycles without external management.
The generative question: not "when do we leave?" but "what would have to be true for our leaving to be good news rather than abandonment?" That question produces a plan. The first one only produces anxiety.
A caution against the cliff. Graduation criteria used carelessly become a mechanism for cutting people off to hit numbers. Build in exceptions, appeals, and re-entry. The point is dignity and durability, not throughput.
